State refers to neither NSW or police. In this case, it refers to 'state' as in 'nation-state', or federal bodies/laws etc.

i think some good points to talk about two different things
firstly INFORMAL MEANS OF CHALLENGING STATE POWER
and secondly FORMAL MEANS
informal means are non legal ways of challenging the power. eg petitions, media interest (like getting your story on current affair or something hahaha), or by talking to a local MP about it who can bring it up in the house =]
FORMAL MEANS have only really been established properly since 1970's (until then only the informal sorts of things were prominently used and things like petitions that were signed basically were thrown in the bin once they went to the authorities hahaha) and doing stuff in the courts back then cost about infinity billion dollars and was really inaccessable anyway. well it cost a lot. too much for most people.
anyway since then things like THE OMBUDSMAN, ADMIN TRIBUNALS, special inquiries like ICAC, and privacy bodies have made challenging state power more effective, cheap, and time efficient
