depends what you need the library for. if you need resources for subjects like HSX, modern, etc go fisher. if you just want a quiet space, go to your local library

they need like a quiet space/floor. If I go to unsw I gonna propose that

they have quiet and silent study spaces, the different floors are categorised into those and there's like a general idea of the different types of study spaces on like a list as well
imo i really like unsw because there's a wide range of study spaces and they also provide stuff like whiteboard markers for you if you ask the people at the help desks + lots of outlets & free wifi (?)
tbh yeah there is a pretty fair amount of people who take up an unnecessary amount of space and sit in group study spaces when it's just a singular person
also you can book study spaces including rooms or just a guaranteed desk (sadly you cannot reserve it for the hsc period YET..)
