Oh. Well up the very top of the world map, near the center is a town. Just before you get there, there's a house on the western part of the path, when you go inside the guys all "i dropped this hm lol" so you go outside and you can see it just north a bit. I'm pretty sure that's rock climb.

That's a cunt of a place. Make sure you equip the smoke ball to your first pokemon unless they're like lvl 70.
