a flood of medical graduates doesnt mean there will be more doctors since its capped by the number of training positions. it will just compound the problem we have now/will have very soon where we have a whole heap of unqualified junior doctors who cant actually practice independently.
also, opening a medical school in a rural area does not mean that the graduates will practice there. you will just get a lot of city students with marks not good enough for the big unis trying to get in with no intention of staying afterwards. unless, they exclude city students completely in which case i would really question the calibre of medical grads they produce.

TLDR, it doesnt solve the problem of the rural doctor shortage and compounds the problem of the "medical student tsunami".

I would say they are self-interested rather than dumb, I think many of the stakeholders would be more concerned about financial gain from expanding rural education, that sweet federal cash.

It probably makes it more likely. They could possibly preference individuals from a rural background, or with interest in rural health, without entirely excluding city based applicants, I think that's been done before.

it does make it more likely that the students will want to stay rural. but to be honest the whole selecting city folk with an interest in rural health is completely bullshit. its not hard to do some research and put on an act in the interview.
e.g.
u can compare it to a similar university such as james cook which employs the very same scheme of selecting people based on their interest in rural and indigenous health (application form and interview). what you get is the only course at JCU with more ethnic students than whites. the point being, the system is very easily beaten.
