I would say it was easier theory, but way bigger requirement for policies and stats and trends

Stimulus 1 was trends in BOP since 2016. Stim 2 was inequality trends and ‘dimensions’ whatever that means.
Non stim 1 was conflicts government experience when meeting economic objectives. Non stim 2 was impact of protectionism in Australia for business and individuals
