    Use an accelerometer, such as a pendulum. Hang it vertically, attached to the frame of reference. If it experiences a force (therefore the frame of reference is non-inertial), it will swing to one side; if it doesn't experience a force and remains vertical, the frame of reference is inertial.

    Where's the formula? :p The error of measurements always gives a range of values that the actual measurement could be, ABOUT the mean value. So yes, you do need the +/- sign, instead of just a - sign. Otherwise you're stating that your values fall in the range of 37 to 40, instead of 37 to 43...
