HSC mark is correct. SMH also publish the top people in a course, depending on how many people do the subject. :)

First question is: people in which authority? Are you going to focus on a particular part of society (for example, looking at police's treatment of criminals) or do you want to focus on a few? Because there IS so much authority in society, you might have to narrow it down by deciding exactly...

I think this topic has real potential. :) However, at the moment, you should be concerned about doing some research to arrive at a final (and more defined) question or topic. Also, once you've done your background research (remember to collect and annotate your reference list AS YOU GO!!!)...
