Not quite. You have to take the assessment marks into account as well. If they are bunched together, then the students' total hsc marks will be distributed for your school assessment marks in that manner.
Firstly the document says the spread was between 95.40 and 100. Also, I know people who are doing the course who have uai's below 95. I don't know how the faculty calculated rural/indigenous/mature age students and their uais, maybe that's where the discrepancy lies.
It's often not possible to ask different questions because the range of questions is quite limited in high school maths. You'll find it hard to find many original trial papers. cambridge also has a far greater range of questions.
Many cambridge questions were originally grammar exam and test questions.
