I think UTS has a minimum atar of 69 to qualify for any bps but their insight program should offer an appropriate pathway. Probs receive an offer from mq depending on popularity (iirc they offer bps for a b4 in 2u for engineering). Not sure about uws though

No. They're the predicted atar cut-offs for international students (which in most cases are ~5 points lower than domestic students) unless you're willing to pay the full fee.
