Most of the beheadings have been to contract workers..who are helping the coalition...so i think they are aiding iraqies enemies and as a consequence are legitimate targets.

The people given capital punishment are put on trial... their heads are not cut off it's done in a fairly humain way.

The contract workers are there building schools, roads etc.
