I think its sorta funny that Board of Studies mentions the top of 4 unit maths in the same breath as software design, legal studies and Entertainment Industry Examination for example.

it's because only 1 person came first

Basketball is a sport, dance is an art. There's a difference.
I can safely say dance is the HARDEST subject I do with the most content. Idiots don't pass the subject.

Given that we can check for first in a subject, say 2u Maths.
Since theres only 3 people tied first on (no doubt 100)
Would it be correct to assume that I would be 4th in the state if I got 99?

No, it goes to decimal places.
