I don't think they give people in the west bank or the gaza strip citizenship.

Actually one of the main reasons Sharon wanted to withdraw from Gaza and the west bank is he was concerned that because the palestinians breed like rabbits it would become impossible to maintain the status quo indefinitely. He was particularly concerned that if Israel remained a formal occupying power some Palestinian leader would be smart enough to start campaigning to allow the Palestinians to vote in Israeli elections.
