It's not Child Pornography, if the images are not taken in a sexual context. ie; naked pictures of minors do no constitute child pornography. And also, because they're over the age of 13-14 (and infact closer to the legal age of sexual context) there is very little they can do.

(If the pictures were as previously stated of people playing twister nude.)
