I noticed that when different people rep me, I get a different number of points + or -'d as a result. (If I gain 5 rep when someone reps me then that person has 5 rep power).

I was just wondering what were the factors that affect reputation power and the magnitude to which rep power is affected.

i.e. every 250 rep points = +1 rep power and every 1000 posts = +1 rep power.

except if you have low rep, in which case it counts as neutral

Rep is affected by: number of posts, length of time on the board and your own reputation. I'm not sure of exactly how these are weighted, because it is customised by the Site Admins and they havent revealed the exact ratio.
