I'm in year 11. I'm doing 3 unit maths, english advanced, economics, business, physics and geography. I'm doing well in all my subjects except physics, which is the subject I'm dropping next term. My physics teacher said if we fail one subject or not pass 12 units (over 50%) we will be forced to repeat year 11. Is this true????

No. You don't have to get 50% in any course in Preliminary at all (good to do so but not essential). You have to have achieved at least one of the outcomes and completed 50% of the assessment program in terms of both number of tasks and weighting of tasks. e.g. 4 tasks so at least 2 must be completed and weighting 10%, 20%, 30%, 40% - you would have to do enough tasks to reach 50% of the weightings so doing only the first 2 wouldn't be enough as only 30% of the weighting is completed but doing the 2nd and 4th would see 60% completed and thus you would have met the requirements.

I have had students who literally didn't reach 50% raw in any Preliminary exam and they proceeded to the HSC with no problems.

No. You only repeat a class if you do not achieve the course outcomes of the course. For example if you fail to say hand in your homework repeatedly your teacher might give you an 'N' award. If you get 3 'N awards' you can't get a HSC.
If however you are achieving 50% or under in a subject, they cannot make you repeat if you still attempt the exams, hand in all your assessment tasks because you are still completing the requirements of the course.

Your teacher doesnt have a clue - you do not need to repeat for getting below 50%, that only applies really to uni. As far as I know, you can only be required to repeat if you get an N award and those are usually issued for non-completion/really poor performance.
