So i'm ranked high in business (like 2nd or 3rd) but the girl above me has a history of skipping exams and, getting a med cert and doing the exam whenever she wants. She isn't academically inclined but crams well and she is ranked above me. Lets say hypothetically I get 90 in the actual HSC, she gets like 70. What would happen to my mark? Is 70 the ceiling for marks in my cohort? Will she steal my 90? Will I take her 70? What happens?

Her performance will get aligned to your mark (if you got the highest mark), your performance will get aligned to the 2nd highest mark (alignment means taking some sort of average between the two marks)
If there's at least 1 dependable person in your cohort, you should be fine

So based off the info I give you what do you predict the mark would be? The thing is nobody ranked above me is really "dependable". This is the issue I am facing.

If she illness misadventures hsc you're unlikely to see a negative effect, and if she flunks it hard you'll be characterised as outlier and be fine.

How much of an outlier is required for me to keep my mark? I don't want my band 6 stolen. What if she gets 76 raw and i get 88

if you want to send a message while still being nice about it you could ask "do you want to study together for hsc or trade notes? if people in our class do well in hsc it helps a lot with our internal assessment marks so im studying with others"

bonus if you have a resource that others dont really have such as a textbook pdf, because then you can offer her that instead of studying together. plus even if she says no bcuz she already has it, she may get a hint

also maybe you could try helping someone whos ranked 3rd, 4th, 5th etc so that maybe theyll end up improving and securing a 80 or 90 and preventing her terrible rank from aligning with urs. just try make sure theyre someone who puts in some effort academically and arent someone whos just going to look at your notes then do jack shit

nah nesa has stuff in place so that doesn't happen, eg moderation, gaps between marks, etc. you'll be fine, dw about it too much
