like do we say "This statement is true to a moderate extent" or do we like use specific quotes from the statement and incorporate it throughout our response

do that ^ but also the statement will usually be centered around a concept of the system (e.g. bail i think was used in like 2014??) so u have to have a paragraph on that. if the statement is more general make sure you use words from it or concepts (e.g. compliance etc) which are used/explored in the statement
