Becuase getting an ATAR of 100 would mean you are in the top 0%, in other words, the top NOTHING percent, which is impossible (and ATAR increases by increments of 0.05)

yeh something like that. they say its a percentile system but its weird cause that would mean only 10% of poeple get 90+ atar, but in truth its like 17% or something.
