in unseen texts do we need a concluding statement for 3 markers

My teacher (who marks section 1 in the hsc) says that its a waste of time to write a concluding statement for anything below 4 markers and for 4 markers it is preferable to prioritise analysis over a linking statement

Wait............Since teachers (for obvious reasons) cannot access HSC papers beforehand, who gets the papers into the school? Where do they stote them? I feel like storing papers at the school would be very bad for numerous reasons? How early in advance do schools recieve the papers?

bro i was literally thinking this the other day, like maybe the exam invigilators collect them on the day, but that doesn't seem practical for rural schools bc the headquarters would be in like parra or city i think.
like where do i need to go to steal these papers lol
