This.No it's a mixture of both.
If you can memorise everything but can't apply your knowledge then there's no point.
If you can apply concepts but you don't know what the content is, you're pretty much screwed.
Even humanities do involve memorisation but you do need to know to apply/analyse. For eg in modern, you could know the entire syllabus but you won't be able to get high marks unless you can actually answer the essay question.... you don't really need to remember anything for the comprehension and analysing sources section XD

Those of you who are saying 'it's partially memory, partially other skills' are disagreeing with the title, that the HSC is just a memory game.
