Put it in with the match referee, and the bowler gets analysed on both video footage of the match and lab testing. If they are found to be throwing under the new existing laws, I think there is a two year probation period, wherefore if they get trialed again and results come positive, then they are to bear a match ban, spanning, if memory serves me correctly, for two years.
